If you skin is not oily naturally the soap you are using could be causing you to produce more oil. Soaps with fragrances tend to clog your pores. Regular hand soap will dry your skin too much causing your skin to work overtime to replentish the oil that is needed. This is also true for using an oily skin soap if you don't really needed it.
Once you have found a good cleanser and moisturizer you need a foundation that is light for oily skin - water based.
My suggestion to all of the above is MaryKay if you've never tried it. But if you check ebay or check around you can usually find someone that sells it at a highly discounted price (50% of the retail)

use mineral makeup! it doesn't get oily or gross feeling, plus it's good for your skin! if your skin is super oily use a toner and it will help dry your skin out some!
wash your face with soap/face wash
wipe it, make sure its dry
put on foundation
then do your eyeliner (bottom lid), mascara(top eyelashes)
and add some lipgloss
you have to get products t hat don`t contain oil
