It's better to use some powder (better yet some LOOSE powder) on liquid/creamy foundations to help them stay in place and last longer.
Also, if you want a long-wearing, more radiant complexion, it is better to use some powder on top, just like you would apply a top coat on your nail polish^^
You don't really have to, though... it does, as all makeup things, depend on you and on what you feel more comfortable wearing ^^

it's a good idea to use a translucent powder once you are done applying your foundation to set the makeup- it lasts longer that way. another trick is to mist very cold water over your face after you have applied all your makeup (eyeshadow blush etc). you'll want the finest mist possible so no droplets form. you can do this in conjunction with, or instead of a powder (I like to do both) . You don't HAVE to, but it's always a good idea to.
Powder sets the foundation and gives a matte look, it also helps control oil. but if you prefer foundation without powder, ofcourse that's fine too!
Foundation by itself is fine, but some people prefer to put some powder on top to help keep the base(the foundation) stay put and to make their face more matte and less shiny.

then just lightly dust some powder over it
..... dont put on too mich or else your make up will be too natacible

No, it's your prefrence. I prefer the loose powder,I think it looks better over top of foundation.
Foundation can be enough. Power just helps it smooth out, look even.
